ICT MANAGEMENT FOR ECONOMIC EMPOWERMENT

Significance
This programme is designed and targeted at Black Economic Empowerment (BEE)groups in the IT/Telecoms industry. it is a response to the fact that despite enabling legislation and policy requiring the beneficial participation of historically disadvantaged groups and SMME’s in the sector, research has shown that there is a serious need for competency development in the areas of tendering, joint venture projects and outsourcing. This is undermining efforts of BEE and SMME advocates. This programme seeks to address the management crisis that is facing black owned SME’s in the IT/Telecoms industry.

- Black economic empowerment managers
- Tender evaluation managers within public sector and parastatals ensuring BEE and SME participation
- Union representatives within company decision-making structures and investment companies concerned with business development
Objectives
By the end of the course, the successful student will be able to:
- conceptualise, structure and develop a business-plan and analyse the economic viability of projects;
- successfully prepare tenders/offers that results in being awarded contracts and complete them to satisfaction of the customer;
- formulate appropriate human resource policies that will promote competence development among workers and management in
- prepare a quality manual for handling internal and external processes as a step towards ISO certification.
The successfull completion of all six modules qualifies for a certificate issued by P&DM, Wits University.
Modules could be attended seperately and will be regarded as a certificate of attandence.
Content
Module 1: Business Simulation and Business Plan (4 days, R 4 000 )
- How to prepare a business-plan for management of operations
- Understand the mechanisms of financing, cash flow in the market
- Acquire skills in handling income statements and balance sheet
- Understand the different functions of the company
The simulation is intensive and includes analysis of balance sheet income statements and cashflow.

Module 2: Procurement Process, Tenders and Offers (3 days, R 3 000)
- Analyse, describe procurement process, interpret tenders etc.
- Analyse tender evaluations process, technical specs, etc.
- Organisation of internal work quality aspects.
The module includes case studies and examples from telecom sector.

Module 3: Managing and Administering Contracts (2 days, R 2 000)
- Monitor and control the implementation, site supervision
- Understand organisation structures, admin interfaces etc.
- Efficient follow-ups, budget controls, detailing project plans.

Module 4: Economic and Financial Viability (3 days, R 3 000)
- Practise sensitivity analysis and describe rationalisations
- Calculate and Analyse the viability of telecom/IT projects
- Selection process of viable projects.

Module 5: Negotiation Skills ( 2 days, R 2 000)
- Successfully concluding win-win negotiations
- Define negotiation goals stages, procedures, bidding, bargaining and concluding.
The module includes case studies and examples from telecom sector.

Module 6: Project Management in I T Environment (3,5 days R 3 500)
- Building project plans, set objectives,define critical paths
- Activity plans and methods follow-up. Practical cases from telecom sector
- Quality manual processes towards ISO certification.
The module includes case studies and examples from telecom sector.

Programme Process
An interactive and intensive teaching methodology is used comprising
of several learning methods, including lectures, syndicate work ,case studies
simulations,structured learning group discussions and presentations from local and
international experts in the field.
Participants will be assessed both during and at the end of the course
against predetermined standards, based on the level of performance implied
in the statement of competence set out above. Assessment will take a variety
of forms and will differ according to the nature of the particular subject area
and the formal rules. Project work, IT /Telecoms business simulation
techniques will form the core of this approach.

Level of Competence
By the end of the programme, participants will be expected to demonstrate
deep and profound understanding of the multitude of the critical management
processes in the telecommunications tendering and outsourcing functions.
In addition they will be able to demonstrate applied understanding of approaches
and techniques to enable Telecoms/IT BEE SME’s to be a successful part
of corporate South Africa.
