The Southern African Journal of Information and Communication, Issue No 4

The Southern African Journal of Information and Communication is produced annually by the LINK Centre in order to encourage debate in the area of policy, regulation, management and development of broadcasting, telecommunications and information technology in Southern Africa.

While showcasing local and regional research, the current issue of the journal again demonstrates the research benefits of our association with prominent international academics. In this issue Professor Dale Hatfield has a stimulating paper on the notion of a spectrum commons, and Vodacom Visiting Professor William Melody provides fascinating insights into the governance of the next generation Internet. Prof Melody also highlights, together local LINK associates and staff, Willie Currie and Sean Kane, the significance of the VANS sector in preparing SA for the network economy.

The issue also includes a meticulously researched paper by Gillian Marcelle on technological learning and capability building, and a contribution from Botswana academics Prof Sebusang and Dr Masupe on rural access in Botswana. Articles include:
